Bram Moolenaar e09ba7bae5 patch 8.0.1085: terminal debugger can't set breakpoints ...

Problem:    The terminal debugger can't set breakpoints.
Solution:   Add :Break and :Delete commands.  Also commands for stepping
            through code.
