Problem:    Ex command info contains confusing information.
Solution:   When using the NOTADR flag use ADDR_OTHER for the address type.
            Cleanup code using NOTADR.  Check for errors in
            create_cmdidxs.vim.  Adjust Makefile to see the errors.
