patch 9.0.0664: bad redrawing with spell checking, using "C" and "$" in 'cpo'

Problem:    Bad redrawing with spell checking, using "C" and "$" in 'cpo'.
Solution:   Do not redraw the next line when "$" is in 'cpo'. (closes #11285)
