patch 8.1.0880: MS-Windows: inconsistent selection of winpty/conpty

Problem: MS-Windows: inconsistent selection of winpty/conpty.
Solution: Name option 'termwintype', use ++type argument and "term_pty" for
            term_start(). (Hirohito Higashi, closes #3915)
