patch 9.0.1513: text scrolls unnecessarily when splitting

Problem:    Text scrolls unnecessarily when splitting and 'splitkeep' is not
            "cursor".
Solution:   Avoid resetting w_skipcol. (Luuk van Baal, closes #12334)
