patch 8.1.2316: FORTIFY_SOURCE can also be present in CPPFLAGS

Browse Source 
Problem:    FORTIFY_SOURCE can also be present in CPPFLAGS.
Solution:   Remove it in configure. (Benedikt Morbach, closes #2786)
