patch 8.2.0933: 'quickfixtextfunc' does not get window ID of location list

Problem:    'quickfixtextfunc' does not get window ID of location list.
Solution:   Add "winid" to the dict argument. (Yegappan Lakshmanan,
            closes #6222)
