patch 9.0.1019: 'smoothscroll' and virtual text above don't work together

Problem:    'smoothscroll' and virtual text above don't work together.
            (Yee Cheng Chin)
Solution:   Skip virtual text above when w_skipcol is non-zero.
            (closes #11665)
