patch 8.1.2424: MS-Windows: console buffer is resized unnecessarily

Problem:    MS-Windows: console buffer is resized unnecessarily.
Solution:   Only call ResizeConBuf() when the size differs. (Nobuhiro
            Takasaki, closes #5343)
