patch 8.0.1334: splitting a window with a WinBar damages window layout

Problem:    Splitting a window with a WinBar damages window layout.
            (Lifepillar)
Solution:   Take the winbar into account when computing the new window
            position.  Add WINBAR_HEIGHT().
