patch 9.1.1310: completion: redundant check for preinsert effect

Problem:  Duplicate check for preinsert effect, particularly for Ctrl_w
          and Ctrl_U.
Solution: Remove the specific check for Ctrl_w and Ctrl_U to eliminate
          redundancy (glepnir).
