patch 8.2.0945: cannot use "z=" when 'spell' is off

Problem:    Cannot use "z=" when 'spell' is off.
Solution:   Make "z=" work even when 'spell' is off. (Christian Brabandt,
            Gary Johnson, closes #6227)
