patch 8.1.1016: MS-Windows: No color in shell when using "!" in 'guioptions

Problem:    MS-Windows: No color in shell when using "!" in 'guioptions.
Solution:   Don't stop termcap when using a terminal window for the shell.
            (vim-jp, closes #4117)
