Bharat Mediratta a481a684b6 Add a "Graphics Settings" page that lets admins choose which graphics

toolkit we use.  We only allow users to use one toolkit.  The UI needs
work!

To get started, point your browser at the gallery3 dir.  That should
take you to the scaffolding page which will walk you through the
process of getting installed.  Questions, problems?
