Problem:    Some users do not want a line comment always inserted.
Solution:   Add the '/' flag to 'formatoptions' to not repeat the comment
            leader after a statement when using "o".

25c9c680ec patch 8.1.1280: remarks about functionality not in Vi clutters the help 
Problem:    Remarks about functionality not in Vi clutters the help.
Solution:   Move all info about what is new in Vim or already existed in Vi to
            vi_diff.txt.  Remove {not in Vi} remarks. (closes #4268) Add
            "noet" to the help files modeline.  Also include many other help
            file improvements.

f951416a83 patch 8.1.0542: shiftwidth() does not take 'vartabstop' into account 
Problem:    shiftwidth() does not take 'vartabstop' into account.
Solution:   Use the cursor position or a position explicitly passed.
            Also make >> and << work better with 'vartabstop'. (Christian
