Problem: POSIX function name in exarg struct causes issues
on OpenVMS
Solution: Rename getline member in exarg struct to ea_getline,
remove isinf() workaround for VMS
There are compilers that do not treat well POSIX functions - like
getline - usage in the structs.
Older VMS compilers could digest this... but the newer OpenVMS compilers
( like VSI C x86-64 X7.4-843 (GEM 50XB9) ) cannot deal with these
structs. This could be limited to getline() that is defined via
getdelim() and might not affect all POSIX functions in general - but
avoiding POSIX function names usage in the structs is a "safe side"
practice without compromising the functionality or the code readability.
The previous OpenVMS X86 port used a workaround limiting the compiler
capabilities using __CRTL_VER_OVERRIDE=80400000
In order to make the OpenVMS port future proof, this pull request
proposes a possible solution.

Problem: Vim9: Not all function argument types are properly checked.
Solution: Add and improve argument type checks. (Yegappan Lakshmanan,

Problem: Vim9: runtime and compile time type checks are not the same.
Solution: Add more runtime type checks for builtin functions. (Yegappan

Problem: Cannot add a digraph with a leading space. It is not easy to list
existing digraphs.
Solution: Add setdigraph(), setdigraphlist(), getdigraph() and
getdigraphlist(). (closes#8580)
Problem: Many type casts are used for vim_strnsave().
Solution: Make the length argument size_t instead of int. (Ken Takata,
closes#5633) Remove some type casts.
Problem: Some source files are not in a normal encoding.
Solution: Convert hangulin.c from euc-kr to utf-8 and digraph.c from latin1
to utf-8. (Daniel Hahler, closes#4731)
Problem: Using "int" for alloc() often results in compiler warnings.
Solution: Use "size_t" and remove type casts. Remove alloc_check(), Vim
only works with 32 bit ints anyway.
Problem: Giving error messages is not flexible.
Solution: Add semsg(). Change argument from "char_u *" to "char *", also
for msg() and get rid of most MSG macros. (Ozaki Kiichi, closes
#3302) Also make emsg() accept a "char *" argument. Get rid of
an enormous number of type casts.
Problem: :digraph output is not easy to read.
Solution: Add highlighting for :digraphs. (Marcin Szamotulski, closes#3572)
Also add section headers for :digraphs!.
Problem: Mac features are confusing.
Solution: Make feature names more consistent, add "osxdarwin". Rename
feature flags, cleanup Mac code. (Kazunobu Kuriyama, closes#2178)
Problem: FEAT_WINDOWS adds a lot of #ifdefs while it is nearly always
enabled and only adds 7% to the binary size of the tiny build.
Solution: Graduate FEAT_WINDOWS.
