patch 8.2.2518: 'listchars' should be window-local

Browse Source 
Problem:    'listchars' should be window-local.
Solution:   Make 'listchars' global-local. (Yegappan Lakshmanan, Marco Hinz,
            closes #5206, closes #7850)
