patch 8.2.2289: Vim9: 'cpo' can become empty

Browse Source 
Problem:    Vim9: 'cpo' can become empty.
Solution:   Use empty_option instead of an empty string.  Update quickfix
            buffer after restoring 'cpo'.  (closes #7608)
