patch 8.1.1578: MS-Windows: pathdef.c should depend on build options

Problem:    MS-Windows: pathdef.c should depend on build options.
Solution:   Generate pathdef.c in the object directory.  Fix dependencies.
            (Ken Takata, closes #4565)
