patch 8.0.1701: can disable COLOR_EMOJI with MSVC but not MinGW

Problem:    Can disable COLOR_EMOJI with MSVC but not MinGW.
Solution:   Add COLOR_EMOJI flag.  Also add some empty lines for readability.
