patch 9.1.0511: CursorMovedC triggered wrongly with setcmdpos()
Problem: CursorMovedC triggered wrongly with setcmdpos()
          (after v9.1.0507)
Solution: Remove the premature triggering. Also don't trigger when
          cursor didn't move. (zeertzjq)
