patch 8.0.0174: executing "locale -a" on MS-Windows needlessly

Problem:    For completion "locale -a" is executed on MS-Windows, even though
            it most likely won't work.
Solution:   Skip executing "locale -a" on MS-Windows. (Ken Takata)
