patch 9.0.1451: unnecessary redrawing when 'showcmdloc' is not "last"

Problem:    Unnecessary redrawing when 'showcmdloc' is not "last".
Solution:   Redraw later when "showcmd_is_clear" is set. (Luuk van Baal,
            closes #12260)
