patch 8.1.1083: MS-Windows: hang when opening a file on network share

Problem:    MS-Windows: hang when opening a file on network share.
Solution:   Avoid using FindFirstFile(), use GetLongPathNameW(). (Ken Takata,
            closes #3923)
