patch 8.2.1563: Vim9: error when using '%" with setbufvar() r getbufvar()

Browse Source 
Problem:    Vim9: error when using '%" with setbufvar() or getbufvar().
Solution:   Use tv_get_buf_from_arg(). (closes #6816)
