patch 9.0.0793: MS-Windows: mouse scroll events only work with the dll

Problem:    MS-Windows: mouse scroll events only work with the dll.
Solution:   Accept CSI codes for MS-Windows without the GUI. (Christopher
            Plewright, closes #11401)
