patch 8.2.2408: MinGW: "--preprocessor" flag no longer supported

Browse Source 
Problem:    MinGW: "--preprocessor" flag no longer supported.
Solution:   Remove the flag, use the defaults. (Christopher Wellons,
            closes #7741)
