patch 9.0.0802: MS-Windows: cannot map console mouse scroll events

Problem:    MS-Windows: cannot map console mouse scroll events.
Solution:   Change CSI to K_SPECIAL when checking for a mapping. (Christopher
            Plewright, closes #11410)
